Installing the WeedFarm mod (based on PlantationV) in GTA 5 should let you grow, harvest, and sell weed with a full-featured farming system, but harvesting any bud is impossible. The mod's controls cannot be changed, and its F3 master menu is also bound to a street golfing mod and a jetpack, so every attempt to open it triggers golfing and a jetpack prompt instead.
